The Morocco Ministry of Tourism is working to build a strong and attractive tourist offer. The structure of the MTPA is based largely on the quality of tourism services provided by tourism stakeholders throughout the tourism value chain. To meet the challenges of achieving its goals, a National Program for Innovation and Competitive Tourism was established through Vision 2020, which includes, among other things, the structuring of travel agencies.

Guidelines have been laid out so that Moroccan travel agencies know what to do every step of the way in their development and as their business changes and grows.


If a travel agency is ready to open or changes its headquarters or address, this must be reported to the tourism administration. The Ministry of Tourism, through its delegations will then visit the new location before approval is granted. Even such instances as the change of the agency’s manager must be submitted to the Board for approval. The Ministry is kept in the loop every step of the way when things change within the travel agency, including name changes, transfer of shares, and closing.

Also of great importance is how the travel agency intends to carry out the transport of tourists while in Morocco, whether that be via road transport, rail, as well as vehicles to be used to insure proper maintenance and safety.
