Luiz Inácio Lula da Silva is the president of Brazil. According to Brazilian news media Infobae, the president is ready to announce significant changes in his cabinet. Such drastic changes are needed due to record low approval ratings, fiscal issues, corruption, and upcoming elections in 2026.
One of the changes in the president’s parliament may be the replacement for the Hon. Minister of Tourism, Celso Sabino.

Celso Sabino is exceptionally close to Zurab Pololikaschwili, the Secretary-General of UN – Tourism. Brazil is leading the Executive Council in charge of selecting the next Secretary-General for 2026
Pololikaschwili promised Brazil a regional office for UN Tourism in anticipation of the upcoming election, in which Zurab wants to compete for a third term.
After helping the Brazilian minister lead the Executive Council in charge of the upcoming SG election, Zurab knows it is unethical and against UN rules to compete in the upcoming Secretary-General elections for a third time. He needs friends in the right places.
UN-Tourism rules would have required competition and public vote to award a country this office, but in the case of Zurab and Celso, this important part of the process was overlooked and bypassed.
Argentina is also a member of the Executive Council. Why would this office not be offered to Argentina, for example?
According to his Instagram post, Celso congratulated Zurab Pololikaschwil for his fantastic work and is strongly demonstrating his support for Zurab’s third term.
