This progressive development ranked Hanam as first in the nation in comprehensive civil service evaluation which began building public transportation infrastructure in earnest when the basic plan for the Gangdong Hanam-Yangju Line metropolitan railway was approved.
“AI Health Robot Hanami” was introduced and expanded into Hanam through the signing of an economic cooperation agreement with Arkansas in the United States and through joining the UNESCO Global Learning City Network.
Hanam City aims to become a “business-friendly city and livable city” by providing stable public transportation services this year, as well as 3 major development projects in the region, including the:
- Camp Colburn development project, the K-Star World project, and attracting high-quality companies for self-sufficient facilities in Gyosan New Town.
- Expansion of support for childbirth incentives and postpartum cooking expenses.
- Project to improve the quality of life of citizens and foster human resources such as separation and establishment of Hanam Office of Education.

Global Creation Project Garners Impressive Global Support
Hanam City launched the Camp Colburn Urban Development Project and the K-Star World Creation Project in earnest with the aim of building a global self-sufficient city.
The Camp Colburn Urban Development Project is an urban development project to create a convergence and complex to strengthen Hanam’s self-sufficient functions, including future high-tech industries on the site of Camp Colburn – a 250,000-square-meter returned US military base in Hasangok-dong.
Hanam City and Hanam City Corporation posted the “Camp Colburn Complex Self-sufficient Complex (tentative name) Urban Development Project Contest Announcement” in December last year and will receive applications for designation and business plans by March 24 this year. In addition, it is also stepping up efforts to create a K-Star World.
Mayor Lee Hyun-jae has established the basis for administrative and financial support by transforming into “Hanam City’s No. 1 Salesman” and providing various incentives to attract companies and providing a one-stop corporate civil complaint handling service that shortens administrative procedures.
As a result, it attracted the Korea Franchise Industry Association, which has a total sales of 12 trillion won with 1,400 member companies last year including Sungwon Addpia, Korea’s top printing company; Carne and Roger Nine R&D centers; BC Card R&D centers; Lotte Medical Foundation Bobas Hospital; and Dow Industrial Development.

Best Civil Service Evaluation 4 Years Running with Improved Resident Life
In February this year, it was selected as the best institution for 4 consecutive years in the “2024 Comprehensive Assessment of Civil Service” jointly organized by the Ministry of Public Administration and Security and the Anti-Corruption and Civil Rights Commission.
It operated various systems, including the placement of a “civil complaint coordinator” for experienced civil servants in charge of civil complaint counseling, the “Civil complaint handling team leader responsibility counseling system,” and the “Civil complaint handling promotion team.”
Currently, Hanam Mayor Lee has been operating various communication systems such as the mobile market office, the open market office, and the one-stop civil service since taking office in 2022.
Hanam is also focusing its efforts on expanding living SOC (social overhead capital) to improve the convenience of residents’ lives.
The Misa Senior Welfare Center opened in February this year, following Gamil Public Complex in February last year, Hanam City General Welfare Town in March, and Hanam Seafood Traditional Market Customer Support Center in May. The Misa Senior Welfare Center consists of 2 basement floors to 4 above ground floors, and together, it is a care center with city government daycare centers and childcare support centers located and used as spaces for communication and exchange between generations.
After implementing a semi-public system for 5 routes and 22 village buses in 2023, a total of 18 routes and 86 village bus vehicles were operated as a semi-public system by adding routes and vehicles in March last year. From December 2 last year, the number of trips to Hanam Line on Subway Line 5 during rush hour was increased twice, one each up and down.

Strengthening Public Official Capacity with 5 New Systems Unveiled
Hanam City worked hard to strengthen the capacity of public officials last year to encourage their active administrative participation. This model is a representative example of benchmarking advanced places at home and abroad, such as visiting Ulsan HD Hyundai Heavy Industries.
Based on active cooperation with the central government, the regulation of restricted development zones (GB and Green Belt) was also rationalized. In collaboration with the Office for Government Policy Coordination, regulatory rationalization was achieved that allowed the transfer to the nearby green belt area when manufacturing businesses in GB were inevitably demolished due to the implementation of public utilities.
Hanam City unveiled a new administrative system in 2025 in 5 areas: communication, economy, future, education and childcare, and happiness.
In the field of communication, the focus is on ensuring that the digitalization of civil service services, such as real-time waiting status inquiry of civil service rooms and online number ticket issuance services, introduced at the end of last year, can be established.
In the economic sector, mentoring programs with current employees of large corporations are operated without regional restrictions, and the ratio of mentoring personnel is adjusted from 1:5 to 1:2 to enable more in-depth mentoring and support employment.
In the future, the existing facilities are planned to be remodeled and the construction of Gamil Complex Community Center, Wirye Complex Sports Facility, and Misa 3-dong Public Complex Building are planned.
Along with this is a focus on strengthening education and childcare infrastructure by opening daycare centers, expanding care centers in Deokpung Sports Culture Center and Misa Senior Welfare Center, and expanding toy libraries.
In order to create a happy city, 15 new bare foot paths will be created through the Gyeonggi Soil Fragrance Bare Foot Path Project along with the operation of a senior health center.
Hanam Mayor Lee Hyun-jae said, “As the new administrative system prioritizes the convenience and happiness of citizens, we will do our best to improve youth employment, elderly health care, and the quality of life of children and families,” adding, “This year will be a challenging year in a rapidly changing external environment.”
But as already demonstrated, Mayor Lee Hyun-jae is up for the task and will continue to pmake Hanam shine in the spotlight as a city of self sufficiency with a strong focus on resident happiness.
