To mark the start of their annual congress, the TUC and Heathrow have launched five new pledges setting out the benefits of the airport’s expansion for union members.

To mark the start of their annual congress, the TUC and Heathrow have launched five new pledges setting out the benefits of the airport’s expansion for union members. These pledges highlight the strong support Heathrow expansion has among unions.

Among the pledges announced is a guaranteed place for the TUC in the Heathrow Skills Taskforce. The TUC representative will assist the Taskforce’s chair, Lord David Blunkett, and bring the labor movement’s perspective to deliver a nation-wide skills legacy through Heathrow’s expansion.

Twelve other members, to be announced at a later date, will make up the remainder of the Taskforce’s membership, representing local government, further education, business, and youth social action. Their work will commence as soon as Government grants approval for Heathrow expansion.


The full five pledges announced today are:

ONE: Creating up to 180,000 new jobs spread across the country, including 10,000 apprenticeships.

TWO: Providing high quality careers for local people, ensuring all our direct Heathrow employees earn the London Living Wage
THREE: Supporting British industry by working with trades unions, UK steel producers and SMEs across the country

FOUR: Meeting tough environmental and noise limits, enforced by new independent regulators.

FIVE: Securing a lasting legacy for future generations, with the TUC represented on a new Heathrow Skills Taskforce led by Lord Blunkett.
The TUC, along with Unite the Union, GMB, Prospect, and BALPA support Heathrow expansion, and wrote to the Prime Minister last month calling for a quick decision for Heathrow for the benefit of the whole of the UK.

The views of trade unions have played an influential role in the development of Heathrow’s plans to deliver a third runway.

Heathrow Chief Executive John Holland-Kaye said:
“Heathrow expansion, along with its huge potential for jobs, apprenticeships and skills creation, will be the cornerstone of any Government plan to make Brexit a success. Now more than ever, we need private investment and infrastructure projects that link us to the world and show that Britain is open for business.

With the support and experience of the TUC, we will ensure Heathrow expansion delivers a lasting economic legacy for generations of British people.”

TUC General Secretary Frances O’Grady said:
“Trade unions are proud to be working with Heathrow to ensure that the third runway delivers thousands of high-quality jobs and apprenticeships.

“Today’s pledges will help ensure high-quality conditions and opportunities for workers in construction, airport operation, and throughout the supply chain. We are also pleased the TUC will also be represented in the Skills Taskforce, where we will play a key part in fostering the next generation of workers at the airport.

“Our economy needs a shot in the arm. That means serious investment and a major infrastructure upgrade. Expanding Heathrow is an ideal project, as it’s shovel-ready and will have long-term benefits.
“But government delay is stopping us from getting to work. Now is the time for decision. We urge Theresa May to give the government’s final go ahead to the third Heathrow runway.

ONE: Creating up to 180,000 new jobs spread across the country, and 10,000 apprenticeships.

Heathrow expansion will provide new jobs in every part of our country. The building of a new runway and the redevelopment of the airport will directly create many new jobs in infrastructure, engineering, and construction. Heathrow will work alongside trade unions, TUC’S UnionLearn, and our commercial partners, to ensure delivery of high quality apprenticeship programmes at the airport.

TWO: Providing high quality careers for local people, ensuring all our direct Heathrow employees earn the London Living Wage

Heathrow will work with local councils and communities to ensure that as many as possible of the 40,000 new jobs at the airport go to those living nearby, aiming to end youth unemployment in those Boroughs closest to the airport. Heathrow is proud to confirm that all our directly employed colleagues are Living Wage compliant, and we have been working with Citizens UK to understand how to bring our supply chain along on our journey.



THREE: Supporting British industry by working with trades unions, UK steel producers and SMEs across the country

The TUC sits on the Heathrow Procurement Forum, made up of representatives from different sectors and regions. The Forum’s objective is to ensure Heathrow’s delivery strategy for expansion maximises the supply chain opportunities for businesses of all sizes and for growth across Britain. The Forum has agreed terms of reference, which set out shared values and agree how Forum members will discuss matters concerning our supply chain and wider workforce.

FOUR: Meeting tough environmental and noise limits, enforced by new independent regulators.

Heathrow has developed a new and comprehensive plan to minimise the effects of the new runway on those living nearby. This includes a ban on scheduled night flights for six and a half hours, ensuring some respite for everyone living under the flightpaths by using advanced navigational technology, and releasing new capacity only when it is clear that this will not delay compliance with EU air quality limits. New independent regulators will ensure we stick by our commitments.

FIVE: Securing a lasting legacy for future generations, with the TUC represented on a new Heathrow Skills Taskforce led by Lord Blunkett.

The Taskforce will begin its work as soon as the Government grants approval for Heathrow expansion. It will ensure the skills required to deliver a third runway are developed across the UK during construction phase, creating a legacy for future infrastructure projects. The Taskforce will make certain that local young people have the skills necessary to fulfil their career potential at an expanded Heathrow, through the right teaching, employment opportunities, and career progression, and that Heathrow becomes a role model for social mobility and diversity.
